WMATA Strategic Alliances and Risk Assessment

The Washington Metropolitan Transportation Authority has envisioned a program of short term capital needs, commonly known as “Metro Matters.” Some of the short-term needs include investment in basic infrastructure; purchasing 120 new rail cars and buying 185 more buses. The short-term needs also include critical security enhancements, which will require additional federal funding to implement. To execute this 6-year $3.3 billion program, WMATA engaged PB Consult to develop a strategic financial plan that would close the $1.5 billion gap in the capital program, and negotiate a complex regional funding agreement. more

The European Commission is investing heavily in developing infrastructure in the 10 countries on track to join the European Union in coming years. Annual budgets are approximately €1 billion per year, provided through the Instrument for structural Policies for Pre-Accession (ISPA) program. The European Commission's Regional Policy Directorate-General (DG REGIO) has responsibility for evaluating and establishing public-private partnerships (PPPs) for environmental and transportation improvements in Central European nations preparing to accede to the European Union. more

Israel MOF Rail Financial Management Oversight

Israel has experienced a nearly five-fold increase in passenger rail ridership over the past nine years; the Ministry of Finance and the Ministry of Transport recognized that only with substantial investment and a comprehensive development program can the country’s needs be accommodated to account for future population growth, economic development and an increased need for access to labor and other important centers. With traffic congestion endemic on most inter-urban routes, the program takes on an even greater priority.

Intercounty Connector Policy Advisory Services

The Intercounty Connector (ICC) project lies within the Washington metropolitan area, which has experienced considerable growth in households and employment in recent years. The new east-west highway would link I-270 with I-95, a distance of approximately 18 miles. For over four decades, local plans have anticipated the construction of the ICC project, but two environmental impact statements (EIS), one in the 1980’s and one in the 1990’s, did not reach final records of decision. Maryland’s current governor has made building the ICC his administration’s transportation priority.

Transport for London Capital Investment Strategy

Transport for London (TfL) is the entity responsible for managing nearly all transport services in London, including buses, subway, light rail, and even roadways, taxis and Thames River boat services. It is a relatively new organization, formed in 2000 to link London's separately managed transportation modes.
