Policy Planning
Priorities in infrastructure development are changing. New and
different customers place new demands on existing facilities and
systems. Innovations in technology present an array of new challenges
to infrastructure developers and owners – both public and
private. At the same time the roles of government and the private
sector are shifting in many sectors. Downsizing, outsourcing, devolution,
and privatization are introducing new responsibilities and relationships
as well as altered risks and rewards. These dynamics have led to
the need for both government agencies and major private service
providers to reconsider the existing allocation of sectoral roles,
including new missions, changed policy priorities, performance focus
and new types of partnerships.
PB Consult’s senior staff include veterans of major public
agency and authority management with proven track records of “change
management” leadership. PB Consult has been in the forefront
of supporting the development of new forms of partnerships in transportation
as well as power and telecommunications. In addition, senior specialists
have special capabilities in policy development, focusing on customer-based
performance, public-private relationships, policy-impact analysis,
scenario building and other processes designed to develop and test
appropriate policy evolution. As infrastructure institutions reinvent

Process Streamlining
PB Consult assists clients in overcoming the environmental, statutory,
political, and community impediments to timely project delivery.
The traditional environmental and engineering consultant is focused
on technical review and analysis associated with the pre-design
phase of a project. However, the traditional consulting firm is
not equipped to supply the combination of strategic, legal and regulatory
advice available within PB Consult that is necessary to help resolve
delay-producing disagreements during large-scale project development.
The sheer complexity of environmental reviews and permitting requirements,
coupled with resource agencies that continue to push the envelope
in terms of what is required to mitigate for transportation project
impacts, calls for a strategic advisor and problem solving facilitator
to complete the process in a timely manner.
Project Partnering
PB Consult has taken project partnering to the next level by applying
the process, more traditionally used during the construction phase
of a project, during the environmental phase of major transportation
projects. Our partnering experts are known for their ability to
bring together traditionally adversarial parties around a common
interest, and ultimately achieve and sustain collaborative participation
on a project.
