Faced with the challenge of "infrastructure deficits"
principally born out of rapid economic growth, many public agencies
have developed programs to leverage private sector expertise, enhance
opportunities for innovation, and devise new schemes of risk allocation
to improve cost effectiveness and accelerate delivery of major infrastructure
projects. The resulting partnerships between government and industry
face many challenges to achieving successful implementation. The
partnerships must assess project concepts, manage the statutory
processes such as environmental review or establishing payment mechanisms,
develop efficient allocation of risk and reward among the parties
involved, complete the project financing and meet performance expectations
during the project delivery and operations phases.
As a consequence of the difficult development process, the private
side of the public-private partnership increasingly is seeking highly
qualified advisory partners who have broad perspectives and skills
to steer the project through the process to successful implementation.
This is PB Consult's primary role.
Any project development process is complex, and the situation is
usually further complicated by extreme time pressures, aggressive
negotiating tactics, and fluctuating emotions. Against such a background
there is an important role for a dedicated manager who remains focused
on facilitating the negotiating process. This role is to establish
the critical path from the start of serious negotiations through
commencement of operations. This will include orchestrating the
host of professional advisors and driving the planning process,
thereby ensuring that the critical path is followed and milestones
are achieved on time and in the appropriate order. At the heart
of PB Consult's approach is the fundamental view that project assessment,
planning and implementation must cover the complete business case
of the project. Our multi-disciplinary teams help our project partners
view the entire scope, manage processes or filter essential information
so that effective project decisions can be made by the team.
