North American PPP Deal of the Year 2007
A25 Québec: Montreal, Canada The Ministry of Transportation of Québec’s PPP deal with Macquarie Infrastructure Partners launches the design, build, operation and financing of Autoroute 25. For Montreal, it is the first toll road project since 1990 and the first to be delivered under a PPP. This new, 4.5 mile (7.2 km) highway segment with six lanes and a .75 mile (1.2 km) cable-stayed bridge will feature innovative tolling regulations designed to maximize the value of the concession while protecting users against abusive toll increases. In its September 2008 issue Public Works Financing magazine presented its first "Next Generation PPP Award" to Quebec's Transport Minister, Julie Boulet, and her project staff and advisors for setting the new standard in PPP procurements. PB served as strategic advisor to Quebec's Transport Ministry for traffic and revenue and helped the Ministry achieve its transport objectives through private sector participation.
